# Bayfront Promenade Breaks Ground: Jersey City‘s Ambitious Waterfront Transformation Begins

Jersey City just kicked off the first phase of its bold 95-acre redevelopment along the Hackensack River. The Bayfront Promenade marks a major step, with 80% of its 210 mixed-use units set aside for affordable and workforce housing—easily the highest percentage in any private mixed-income community in the U.S.

A New Standard for Affordable Housing Development

Pennrose LLC and PATHS Development LLC are teaming up on Bayfront Promenade, aiming for a more inclusive take on urban growth. Families earning 60% or less of the area median income can access affordable units, while workforce units target households making up to 120% of the median.

Backing for this massive project comes from a $64 million tax credit and $52.5 million in county-guaranteed housing revenue bonds. Clearly, local government is putting its weight behind the effort to tackle housing costs.

Community-Focused Amenities and Design

Bayfront Promenade will offer close to 10,000 square feet of community facility space, aiming to genuinely boost daily life for residents. Expect an outdoor terrace with waterfront views, on-site daycare, a co-working lounge, and fitness rooms to round things out.

The public waterfront walkway will give locals a chance to reconnect with the Hackensack River. The project also brings in green infrastructure and flood mitigation features, which should help with sustainability and environmental concerns—at least, that’s the plan.

From Industrial Past to Sustainable Future

This is the first above-ground construction on land that went through a huge transformation. Jersey City bought the property from Honeywell after a long environmental cleanup, swapping out the old industrial vibe for the beginnings of a lively new neighborhood.

The larger Bayfront vision could eventually bring about 8,000 new housing units, seriously expanding where to stay in Jersey City for current and future residents.

Expanding Infrastructure and Public Space

There’s more than just housing in the works. The master plan calls for 23 acres of open space, giving the waterfront some much-needed breathing room and recreation areas.

Plans also include a new charter school and fire station to keep up with the neighborhood’s growth. And with the Hudson Bergen Light Rail extension, getting to Jersey City and moving between city districts should get a whole lot easier for everyone.

Looking Ahead: The Next Phases

Bayfront Promenade is starting to take shape, but plans for the second phase—Cove Pointe—are already in motion. This next step aims to add 1,438 units to the neighborhood, and about 35% of those will be set aside as affordable housing. That’s a pretty strong commitment to keeping things economically diverse, if you ask me.

Cove Pointe’s also supposed to bring in a 50,000-square-foot charter school. The details are still in flux, but the idea’s definitely on the table.

With these additions, the list of things to do in Jersey City should get a big boost. At the same time, new housing options could help address some of the city’s more urgent needs.

Locals and visitors might start seeing the waterfront in a different light. This transformation could open up fresh opportunities for recreation and education—and maybe even drive up demand for Jersey City hotels. Who knows? The area could become a magnet for folks curious about urban renewal or sustainable community design.
